Italy e-invoicing API
Italy has required electronic invoicing through Sistema di Interscambio for years. The payload is FatturaPA XML, not UBL and not a PDF.
The API creates and checks that XML, including codice destinatario or an IPA code for public buyers. Sending the file into SdI is not part of this API.

Can I send a Peppol invoice to an Italian buyer?
Only if that buyer accepts Peppol. Domestic Italian B2B and B2G still expect FatturaPA via SdI. Generate the national XML for those buyers.
